Nature of personnel/human resource
management Personnel management is only one part of the management process. It should be recognized that hierarchical management is inherent in the process of management. This work is performed by all managers in the entire organization rather than just in the senior department. When a manager wants to get the best out of his people then he has to choose the people who will work under him andThey must shoulder the basic responsibility of developing, motivating and directing them.
Following are the responsibilities of personnel/human resource management:
(i) Integrated part of management: Personnel/human resource management is inherent in the process of management. This work is performed by all managers in the entire organization rather than just in the senior department. If a manager wants to get the best from his people then he mustMust bear the basic responsibility of selecting the people who will work under him. He should also take interest in training and motivating employees and assessing their performance to improve their quality.
(ii) Pervasive function: Service management is a pervading function of management. It is performed by all managers at all levels in the organization. Everyone from Managing Director to ForemanThe manager needs to perform professional tasks at a consistent level. This is not a responsibility that a manager can completely leave to someone else. However, he may seek advice and assistance in managing people from experts who have special expertise in personnel management and industrial relations.
(iii) Functional: Like other management functions, functional management involves all the functions of management.Enters functional areas such as production management, financial management and marketing management. That is, every manager working in a department, from top to bottom, has to perform managerial functions. (v) working classActivities or work: Personnel management deals with the management of people at work. It includes manpower planning, employment, placement, training, assessment and compensation of employees. To perform these activities, a separate department known as service management is created in the organizations.
(vi) Continuous process: Employee management is not a ‘one shot’ task and has to be done continuously.have to be performed if organizational objectives are to be achieved smoothly. Servant work cannot be turned on and off like water from a tap, it cannot be practiced for just one hour a day or one day a week. Service management requires constant alertness and awareness of human relationships and their importance in the day-to-day operations of an organization.
(vii) humanBased on relationships: Personnel management is related to the motivation of human resources. Human beings cannot be dealt with like material factors of production. Every person has different needs.
